The 2-day training workshop titled “Budget Preparation and Implementation of Public Universities” organized by the University Grants Commission of Bangladesh successfully concluded on Thursday, September 17, 2026. Officials of public universities of the country, including Bangladesh Medical University, participated in the workshop. In that important workshop, the Registrar of Bangladesh Medical University (BMU) Professor Dr. Md. Mostafa Kamal led the delegation, including Director (Finance and Accounts) Mr. Khandaker Shafiqul Hasan (Ratan) and Additional Director (Finance and Accounts) Mr. Nasir Uddin Bhuiyan, and other members of the esteemed registrar, director of finance and accounts department, additional director and other concerned officials of 30 public universities participated. Earlier, on Wednesday, September 16, at the inaugural ceremony of the workshop organized at the UGC Auditorium, Bangladesh University Grants Commission (UGC) Chairman Professor Dr. Mamun Ahmed, in his speech as the chief guest, directed the concerned to take necessary measures to reduce the number of audit objections in public universities to zero. To this end, he urged the universities to be vigilant in ensuring that no new objections are raised, along with taking initiatives to gradually resolve old audit objections. Emphasizing on the financial discipline of the universities, the UGC Chairman said that the number of audit objections is increasing every year in most universities. This year, the growth rate is higher than last year. When the issues come to light, people feel that government money is not being spent properly. Our decision at the moment is that we want to reach zero audit objections. At the inaugural ceremony, the UGC Chairman said that every university is an autonomous institution by definition. It should have administrative, academic and financial independence. However, due to reality, universities in Bangladesh mainly enjoy academic independence; they cannot fully enjoy administrative and financial independence. Financial independence depends on raising money on its own initiative and spending the money received from the government in accordance with the laws and regulations and being able to prove it. The government makes laws and rules and the university implements them, he said, adding that the UGC only plays the role of a coordinator between the government and the university. Emphasizing on following the rules in recruitment, promotion and restructuring the organizational structure, he said that efforts are being made to resolve the complications created due to past irregularities within the rules. From now on, universities must be vigilant to ensure that no new irregularities occur. Referring to the UGC’s strategic plan for the transformation of higher education, he said that the implementation of these programs may require money close to or more than the current budget or development allocation. For this, transparency must be ensured in the financial and administrative system. If we can ensure transparency, the government, society and the state will have confidence in the university. Then funding will not be a big problem. We not only have to earn trust, we have to make that trust visible to the public. In his speech as the chairman of the workshop, UGC member Professor Dr. Md. Aslam Hossain said that 60 public universities are approved in the country; out of which 57 are operational. The workshop will be helpful in the proper management of universities, government priorities and fulfilling the responsibilities of universities. He called for the speedy implementation of rational demands as well as compliance with financial discipline and government laws, rules and regulations. UGC member Professor Dr. Machuma Habib and Professor Dr. Niaz Ahmed Chowdhury were the special guests at the workshop. UGC Secretary Dr. Md. Fakhrul Islam delivered the welcome speech.
