There have been allegations of fish farming in a government khas pond in Sohasa Mouza of Badalgachhi Upazila of Naogaon for a long time without a lease. There have been allegations of fish farming in a government khas pond in Sohasa Mouza of Badalgachhi Upazila of Naogaon for a long time without a lease. At the same time, it is alleged that although 93 thousand taka was collected in the name of the pond, the government receipt of that money was not given and it was not deposited in the government treasury. This incident has raised questions about the transparency of government revenue collection and land administration.
It is learnt that the 1 acre 63 percent government pond at plot number 1382, Khas Khatian number 1, Sohasa Mouza of the upazila, has not yet been leased to any individual or organization. However, there are allegations that some local Chhatra Dal and BNP-affiliated individuals have been occupying the pond for a long time and cultivating fish.
Those named in the complaint are Shakil Hossain, vice-president of Badalgachhi Degree College branch of Chhatra Dal, and Safin, Hasim, Nuruzzaman (Dholu), Roni and a few others from Sohasa village.
Land office sources said that the pond has not yet come under lease. According to government rules, no person can occupy or use a government khas pond without a lease. An application has been made to the District Commissioner for approval to bring the pond under khas collection. If approval is received, necessary administrative action will be taken.
Regarding the complaint, Nuruzzaman (Dholu) said, “Since the pond did not have a lease, some of us Chhatra Dal workers deposited 93,000 taka with the then Nazir Afrin Jahan to collect khas for one year. We have been cultivating fish in the pond since the money was paid. But we have not been given any government receipt.”
Although attempts were made to contact the others named in the complaint several times to obtain their statements, their statements were not available.
Afreen Jahan, a former Nazir of Badalgachhi Upazila Land Office, said, “I took the money on the orders of higher officials. However, that money was not deposited in the government treasury. I handed over the money to the office when I was transferred.” However, he did not disclose which higher official he took the money on.
Deputy Assistant Land Officer Md. Abu Raihan was called on his mobile phone several times to get his statement on this matter, but he did not respond.
The incident has sparked widespread discussion and criticism among locals. Their questions are how 93,000 taka was collected in the name of a government-owned pond without a government receipt, why the money was not deposited in the government treasury, and how fish farming has been going on in the pond for a long time without a valid lease.
According to government regulations, there is no opportunity to receive any money without government invoices and receipts in the case of Khas pond lease or Khas collection. As a result, if the allegations are proven true, it may be considered a violation of government financial regulations.
In this regard, Badalgachhi Upazila Assistant Commissioner (Land) Md. Palash Uddin said, “The pond has not been leased in anyone’s name. Without a lease, no one can cultivate fish privately in a government-owned pond. If anyone claims to have received money, he will have to show a receipt. The concerned tehsildar is responsible for the overall maintenance of the pond. If the allegations are found to be true, an investigation will be conducted and legal action will be taken.”
