Allegations have been raised against the Chairman, Administrative Officer, and other concerned officials of Bahara Union Parishad No. 3 in Shalla Upazila of Sunamganj for allegedly embezzling government funds allocated under the Annual Development Programme (ADP) for the fiscal years 2024–25 and 2025–26. Two elected Union Parishad members have submitted a written application to the Deputy Commissioner and District Magistrate of Sunamganj, requesting an investigation and legal action against those responsible.
The applicants are Sahadev Chandra Das, Member of Ward No. 1, and Md. Almas Mia, Member of Ward No. 9. In their application, they alleged that irregularities, fraud, and fictitious development projects were used in an attempt to misappropriate government funds allocated under the Union Parishad Development Assistance Programme. Of the Tk 1,815,700 allocated for the 2025–26 fiscal year, they claim that 12 development projects were involved in financial irregularities.
According to the complaint, allocations were shown for projects including road construction, ghat construction, culverts, tube well installation, goalpost construction, the purchase of sewing machines, laptops, printers, library furniture, the distribution of ring slabs, and public awareness programmes. However, the applicants alleged that there has been little or no visible progress in the implementation of most of these projects.
The complaint further states that government-owned assets of the Union Parishad—including the solar power system, batteries, IPS units, chairs, and tables—were allegedly removed from the Union Parishad premises. It also alleges irregularities, favoritism, and bribery in the implementation of various social safety net programmes, including the Employment Generation Programme, VGD, VGF, maternity allowance, old-age allowance, widow allowance, and other welfare schemes. The complainants also claimed that the Chairman’s personal assistant and several other individuals were involved in these alleged irregularities.
The application additionally alleges that the Union Parishad’s conference room was leased and used as a fertilizer and seed storage warehouse in the name of the Chairman’s wife, raising further questions about the administration of public property.
When contacted for comment, Bahara Union Parishad Chairman Bishwajit Chowdhury Nantu said, “Not all of the allocated funds have been withdrawn. The money that has been withdrawn has been kept in the bank accounts of three individuals, including a female member.”
However, he did not provide a clear explanation regarding the allegation that work on the projects had not begun because the designated sites remained under water.
The Administrative Officer could not be reached for comment regarding allegations that tube wells were installed at a relative’s residence in exchange for money.
Shalla Upazila Nirbahi Officer (UNO) Piyas Chandra Das said, “We have not yet received a copy of the court case regarding the matter. Once we receive the relevant instructions, necessary action will be taken in accordance with the law.”
Local residents also alleged that they frequently face irregularities and harassment when seeking services from the Union Parishad. They called for a fair and impartial investigation to uncover the facts and ensure legal action against anyone found responsible.
