There have been intense questions and anger over the appointment process of Md. Rabiul Sardar as an ICT teacher at Mathbati GGPG Dakhil Madrasa in Paikgachha Upazila of Khulna. Although he joined the service in 2004, information has emerged that he will complete a one-year course in ICT in 2023 after a long 19 years, creating a major legal and ethical crisis over the validity and qualifications of his initial appointment.
According to documents and related sources, Md. Rabiul Sardar passed SSC in 1990, HSC in 1993, BA (Degree) in 1996 and MA in 2001. Then in 2004, he joined Mathbati G.G.P.G Dakhil Madrasa as an ICT teacher. However, the surprising thing is that his one-year course in ICT or computer was completed very recently—in 2023, from “Sundarban Institute”, a private institution in Satkhira.
The question has arisen, when he was appointed as an ICT teacher in 2004, what were his minimum ICT qualifications and on what basis was he appointed? There has been a cloud of smoke over how the certificate, which was acquired almost two decades after joining the service, was applicable to the appointment in 2004.
Rumors of investigation and refund notice
Madrasa principal SM Aminul Islam said that an investigation has already been conducted into the appointment and qualifications of Rabiul Sardar. An inspector from the Directorate of Inspection and Audit (DIA) of the Ministry of Education verified his certificate and after raising objections, the ministry issued him a notice. He even said that a notice was issued to return about 1.3 million taka to the government treasury. However, the exact reason and the basis of which document the objection and notice were issued have not been cleared.
In this regard, Paikgachha Upazila Secondary Education Officer Roksana Parveen said, “I am not interested in the candidate’s qualifications being verified beforehand during recruitment. Also, I don’t think there is any problem if he gets a salary.”
Meanwhile, the incident of people spending years and years acquiring certificates without regard to qualifications has created intense anger among local unemployed and qualified job seekers. Their question is, what does this culture of people getting jobs for years and then later acquiring certificates in a flashy manner indicate, where thousands of educated and trained young people are wandering around unemployed?
According to those concerned, the real secret of this anomaly will only be revealed if the original 2004 recruitment process, the recruitment committee’s resolution, and the DIA’s previous investigation report are impartially revealed.
